How many would be seen in a chapter at a time? Would the number be quite small as they are elite bodyguards?

That is my recollection also. Nearly all the Sanguinary Guard were slain during the Devastationof Baal. Only a single member survived to ensure the unbroken continuation of Azkellon's legacy. He was promoted to Exalted Herald of Sanguinius by Dante and ordered to rebuild the SG. Dante noted that there was no shortage of notable heroes among the surviving Blood Angels who would be worthy of the honour.

My bad I just realised the new codex actually says the number: 25 Sanguinary Guard.
