Skitarii are broken up into Maniples. In 40k's codex this is referred to as a group of Rangers, Vanguard, Rust Stalkers, Infiltrators, Ironstrider Cavalry, and Onager Dunecrawler.
Crunch wise this would mean upwards of 40 Infantry, 6 Cavalry, 3 Vehicles.
In regards to Roman Maniples, which Skitarii's maniples are likely based on, a maniple is 120 soldiers in 3 ranks of 40 soldiers each. (i.e. three lines of 40 soldiers standing shoulder to shoulder)
As for how many Skitarii would be bodyguards for a relative of a Techpriest, the likelihood would be "varied". Not all Techpriests could afford the upkeep possibly. Many low level Techpriests in the fluff have servitor bodyguards.
My personal opinion:
A personal bodyguard would be common for many individuals linked to a Magos. Human, Cyborg, Skitarii, etc... Depends on if the Techpriest feel the person's life is significantly in danger.
A small squad of Servitors would likely be fine for someone who is low priority. Skitarii should be reserved for a family member whose life is endanger and is a significant asset. A Magos may have an entire Maniple of Skitarii, but would likely only give a family member one as a personal bodyguard. Upwards of 10 if the family member is of significant strategic value (Both Politically and Emotionally).
If someone is worth more than 10 Skitarii the likelihood is that they are also a Techpriest who would have their own personal defenses.
TLDR: One personal bodyguard that is either human, cyborg, or Skitarii. With servitors to act as additional backup. If their life is threatened or they are a significant asset then give them up to 10 Skitarii. Anything more than 10 Skitarii is the equivalent of a warforce.
Note: Don't give them Rad Trooper Skitarii (i.e. Vanguards) for bodyguards, unless you want said person to die from Rad Poison.
