On an Astra Militarum / Knights list... assuming my Warlord is a Company Commander w/ Grand Strategist and my Knights are of House Terryn.

If I want to use the Sally Forth strategem, as long as I've already deployed my Warlord to the table before I use this stratagem (I can declare it during deployment, before I put down my Knight, right?) I pay 3 CP, then can then roll 3D6, and on any 5+ I get a CP back instead of capping it at one, right?

So I could potentially outflank my Knight for free this way, assuming I roll 3 5's or 6's?

It's my current understanding that because I pay these CP before the first round starts, that the 1 CP regen per round limit doesn't apply, because this isn't during a round, it's during deployment.

At the time of writing, and under the Beta Tactical Restraint rule, correct. Deployment refunds are unrestricted with Grand Strategest.

This combined with the CP re-roll and the BA relic, can potentially (and likely) result in - infinite CP generation before the game.

Oddly enough, no one I have ever met is ok with this being done in a game XD

no its not at all likely to generate infinite CP. You can get a good amount of free CP that way, but its still limited.

I used to run Custodes/IG/BA for a bit before the Tactical restraint rule and could do the following:

3 battalions with 3 extra relics from different codex's so 15 CP to start. You pay for the relics in the list building stage so don't get to benefit from CP regen.

Death visions of sanguines on BA character could gain me 1 CP.

Victor of the Blood Games on my 2 jetbike captains and my vexilla could gain me 3 CP.

there were no other Pre-game strats I could really use. It was possible for me to start the game with 19 CP and having already spent 10.

This rarely happened though, as you only get back 33% with an extra 33/400 on average so I'd usually only get 4 back leaving me with 9 on average for the game.

Ahh my friend... your'e forgetting the command re-roll.... you re-roll each of those failed 5+ rolls for generating cp, and when you re-roll them you generate another 2 5+ rerolls... etc etc etc a re-rolled 5+ is roughly 50% chance of success, and generates 2 more rolls from itself, thereby making it highly likely to go infinite.

that would work, but it was FAQd that you couldn't use command rerolls for any dice rolls that aren't normal in-game dice rolls, such as seize the initiative or the roll off for deployment edges.
