Hello, i've got question about shokk attack gun. So it's strenght is randomly generated before firing the weapon, but is it before declaring the target?

First you choose the unit you want to shoot with, then you declare targets, then you pick the gun, then you roll for the strength of the gun, then you fire.

This. Which is why the SAG is so poor without loaded dice/infinite luck.

Keep in mind you only roll the strength before "firing" the weapon because it's special rule explicitly says you do, Under default BRB rules you should roll for the strength during the "Roll to wound" portion of the firing sequence.
