A forgeworld model from the chaos index has a weapon that goes against the targets leadership. If the target is a fortification that has a leadership "-". How do you resolve this attack? We just treated it as if the building was leadership 10 but would like to know what you think.

I would say that it cannot be affected by the weapon at all.

I can't recall which FAQ it's in, but there's one that talks about hitting the building with a weapon that hits against Strength. The Building has no Strength Value, so they said in that FAQ to substitute the building's Toughness for its Strength. While it would make sense for the building to not be affected at all, it is entirely possible that GW would have you roll against the Building's Toughness still.

Page 3 of the Main Rulebook FAQ:

Q: If a unit has a Strength characteristic of ‘-’, but I need to use that characteristic to resolve a rule (e.g. shooting web pistols or webbers, the Death Grip Stratagem etc.) what value should I use?

A: Substitute the unit’s Toughness characteristic for its Strength characteristic for the purposes of resolving such rules.

I would say the building is immune, by RAW.

Also makes sense to me from a fluff perspective, you can't scare or intimidate or psychically manipulate a building!

Leadership represents willpower, intelligence, bravery etc. (it’s a combined stat from previous eds that had these separated out). A building doesn’t have these attributes. You can’t scare ferrocrete.

I’d say you simply can’t affect the building.

RaW a Leadership of '-' is not the same as a Leadership of 0 or any other value. RaW the weapon that requires an enemy Leadership Value to work does nothing to a model with a Leadership of '-'. The BRB FAQ only applies to models with a Strength of '-', it does not apply to anything else.

It would be hilarious if a weapon actually had the ability to force a morale check, like in the morale phase.

Right now the rules dont say how to resolve weapons that roll for leadership against fortifications that have leadership "-".
