So if a model has 3 melee wepons and 4 attacks do they get to make 4 attacks with each weapon for a total of 12 attacks or is it 4 attacks period.

4 attacks period. But they can be split however you like.

Let's say you have a Thunderhammer, a Powerfist, and a Powersword.

You could make all 4 attacks with the hammer. You could do all 4 with the sword. You could do 2 hammer, 1 sword, 1 fist. Generally, though, they'll be an optimal weapon to use, which you'll make all attacks with.

Now, a quick note on Chainswords and similar weapons. If a weapon says something like "When the bearer fights, you may make an extra attack with this weapon," you get that EVEN IF YOU DON'T ATTACK WITH THAT WITH YOUR MAIN ATTACKS.

So, if you have a Thunderhammer and a Chainsword on a 4 attack model, you can make 4 hammer attacks, plus 1 chainsword attack.

Well explained here. Plus, you have to fight if you are on close combat. You can not decide not to fight.
