I’m looking for the absolute best Chaos Lord loadout to include weapons, warlord trait, and relics. I’m looking for the absolute badass of the universe type guy! He only cares about kicking ass and taking names.

This, IMHO is gonna depend on a few factors depending on what you want, I'm partial to a Black Legion Terminator Lord with the Indomatable warlord trait (halfing all damage he takes is gonna make him MUCH harder to kill) weapon wise it depends what you want to do with him, if you want the archtypical run up close and pwn face I'd give him Spineshiver blade, if you're holding him back to support a gunline give him the angel's bane relic combi bolter.

He will be of Black Legion decent. He is also known for kicking ass, so hanging out in the back field is a no for him.

yeah you definatly want to consider strongly the Indomatable warlord trait, combine it with the spineshiver blade (or the murder blade or black mace, those are good relics too)

that said, if you're planning on taking council of traitors and wanna put indomitable on say.. your dark apostle, I'd say black clad brute or soul eater might also be worth looking at.
