1) Assuming you have a Reborn Asuryani and a Reborn Harlequin unit both benefiting from Soulburst Actions, but no Reborn Drukharii unit what happens when you use the below stratagem?
2) Assuming you have a Reborn Asuryani, Reborn Drukharii and a Reborn Harlequin unit, but they are not benefitting from Soulburst Actions when you use this, but then begin to benefit at some point in the fight phase before they have fought, what happens?

1) You can't use the strat.

2)They benefit from the strat once soulburst happens, even if it wasn't triggered when the strat was played.

1) It's unclear whether the selecting is a restriction or a consequence. GW as usual being incompetent.

2) The stratagem still works, it just does nothing until the unit is benefiting from Soulburst.

It's pretty clear. You need to select A, B and C. If one does not exist, you cannot select them at all. It's the same as the Leviathan tyranid specific stratagem. You need a LEVIATHAN FLY unit and a LEVIATHAN unit without FLY that both charged for it to work. If you don't have both of them, you can't use the stratagem.

The lack of clarity is what I saw too. To me it reads like you can use it, but it won't do anything.

It would need to say "up to" like the Incubi strat. They could be more clear though, it makes the difference between it being terrible, or their best strat. Terrible seems to be the theme of this release so I'll go with that.

It would need that to do anything. As it is I think you could use it to burn 1 CP uselessly (in that it could be used, but then you can't make the selection).
