NURGLE’S ROT Death Guard Stratagem This Stratagem can be used once per battle, in the Shooting phase. Select a friendly DEATH GUARD CHARACTER and roll a D6 for every unit within 7" of them. On a 4+, the unit being rolled for suffers D3 mortal wounds. NURGLE models cannot suffer wounds from Nurgle’s Rot – in fact, they find it rather refreshing. Can I use this during my opponent's shooting phase? I had this come up when Mortarion was surrounded by harlequins with fusion pistols, can I use this to kill as many meltas as possible before they shoot?

7 Ork facts people always get wrong:
Ragnar did not win against Thrakka, but suffered two crushing defeats within a few days of each other.
A lasgun is powerful enough to sever an ork's appendage or head in a single, well aimed shot.

Assuming the above quote is correct and there are no errata, yes. It doesn't specify your shooting phase, so you can use it in your opponent's. It doesn't specify a timing so you can do it at the beginning of the phase before the opponent shoots with anything.

Because it just says "shooting phase", it can be used in either players shooting phase. Q: If an ability does not state its effects take place in a ‘friendly’ phase or ‘enemy’ phase, does that mean it works in every such phase (e.g. Mortarion’s Host of Plagues ability, which takes effect ‘at the start of the Fight phase’)? A: Yes.

This reminds me a bit about the argument that we could use smoke launchers in the opponent's shooting phase because we did not move the tanks in the preceding movement phase.

You can always move and fire smoke launchers. You're thinking of shooting.
Regardless, that's a very different situation as it is crystal clear what the intention is due to having to go e up shooting to do it, regardless of how murky or loosely written the RAW might be.
