This image format is everywhere lately and none of my programs can open or edit these files, even if I update them.

And there's no program to change them to JPG or other normal formats except for some shady online sites that make my antivirus scream.

So can I assume it's a tool of Satan?

Depends on if you consider Google to be Satan by another name (muahahahaha!). You're likely seeing it everywhere becuase Google really wants to push it and is in a position to do so (websites get better rankings for using WebP).

I think GIMP is supposed to be able to work with WebP, and there's a plugin for PhotoShop from a third party, but WebP doesn't really translate well into other formats because of how it handles color.

The Webp codec will allow windows photo viewer to open them in Windows 10.

It's a solid format - a new, better PNG.

VLC will open webm, on a related note.

You can get a chrome plugin to download them as pngs, which you should be able to upload to facebook and work with as normal:

https://chrome.google.com/webstore/detail/save-image-as-png/nkokmeaibnajheohncaamjggkanfbphi?hl=en

doesn't help with what you currently have, though - would need to try convertio or something like that.

Found an extention called "save image as you want" and that seems to do the trick.

The only issue is it always defaults to my downloads folder instead of which ever folder I used for the last image.
