I've not had time to update it with the Ynnari errata or Slaanesh Daemon datasheets so it's up to 94 I think!

Indeed. The exaggeration is strong with some people. It’s irrelevant how many documents exist, you only need a handful for your army in any given game. Unless you’re posturing on the internet it simply isn’t a problem.

Emphasis mine. The Rites/etc don't apply to a specific phase. They are "always on". Telion, providing a +1 to scout units to hit would not be "on" during overwatch. Master of Prescience would not work if you were the overwatch target, but in theory could/would if you were being shot at in an out of sequence event, The Ultramarine's chapter tactic for shooting. falling back, and -1 isn't one I'd want to unravel and argue. - just for some other examples.
Additionally, one other thing cleared up is the Hand of Dominion and the Beta Bolter Rule. As Guilliman is a Monster not an Infantry it doesn't apply to him. Like Chapter Tactics. And Apothecaries.

Some Auras do, most notably Belisarius Cawl's.

And the Chaplains- however as you can see from my original quote people were appearing to refer to that as a blanket can't reroll 1's, fails, etc. which doesn't appear to be the case under the current understanding of the current wording of the current addendum to the current errata

He obviously intended to say "rerolling 1's / failed hits / all hits / wounds with Shooting Phase specific auras".  When GW were stating that Overwatch acts "as if" the Shooting Phase it allowed for Cawl's aura to work for Overwatch shooting.
