Here is the description of the Strategem:

Use this Stratagem at the start of the Fight phase. Choose one CULEXUS ASSASSIN from your army. Enemy units within 3" of that model cannot be chosen to fight this phase until after all other units have done so, even if they charged. If one of those units has an ability that allows them to fight first this phase, they instead fight in this phase as if they do not have that ability.

So the skill says it cancels charges and makes units go last. It also says if they have an attack priority skill, we treat those units as having no such skill. Does that mean that skill cancels out with Soul Horror or do they still attack last or do they attack first if they charged that phase because even without the priority power, they charged this turn.

As a side note, battlescribe seems to think Operative Requisition Strategem is 2CP. Was there a change? I could not find it anywhere. As far as I know, it only costs 1 CP to request an assassin in matched play.

Change the Operative Requisition Sanctioned Stratagem to read:

I agree with you that they should put a proper FAQ up like they did for the Ynnari Index for Assassins. Far too many people are missing this errata. Regarding your first question, it says "Do X. If Y, instead Z." That means you replace all of X with Z if Y is true. If a unit has the ability to fight first this phase, it will follow the second half, the first half doesn't apply.

So a charging unit will still attack first if it charged and had the fight first skill? Basically make sure units don’t have that skill when using it on charging units.

Thanks for the CP clarification. I was looking for an assasssins errata.

No.

Did you read the stratagem ?? Enemy units within 3" of the culexus, even if they charged, and/or have a fight first ability, cannot be chosen to fight this phase until after all other units have done so.

However, your opponent can still play the counter offensive stratagem to pick a unit and fight next, when ever he wants to.

Q: If a unit is affected by a rule that forces it to fight after all
other units able to fight have done so, such as the effects of the
Paroxysm psychic power, the Vexator Mask or the Armour of
Russ, can it still be affected by the Counter-Offensive Stratagem?
A: Yes, the Counter Offensive Stratagem allows a unit to
fight outside of the normal fight order (i.e. the Stratagem
does not give a unit the ability to fight first in the Fight
phase, it simply instructs you to pick a unit and fight with
it next).

So it both cancels the ability AND cancels the charge. I see. Somehow, I was reasoning that the ability was cancelled but not the charge and that the skill can only cancel one of them.

That's how much of the other ones work, so it makes sense you would think that.
