It's an interesting question!
RAW, it looks like you can; there is argument that these are meant to be alternate versions of the "Reserves" rules, which are not used in Arena, so I could understand why people would say RAI is "No".
Personally, I think that there might not be enough of these cases for it to be a fair thing to allow; then again, would the miniatures be worth taking if they cannot use them? I don't know, but look forward to hearing from how others have played it so far!

They basically break kill team arena to a degree if it’s permitted, but RAW I can’t find anything that outlaws it. Only reserves are called out as. not allowed in the “ultra close confines” rules.

Yep - so looks like it's another thing to test, and see if it is that advantageous. 9" from the nemy's zone (forgetting about the "not measuring through doorways/walls" rule) does create a large space they cannot deploy into, and only a few positions that are definitely advantageous.

Yeah, it might not be as strong as I first thought. But could be really useful for even MORE door blocking, which is already my least favorite thing about kill team arena.
