Our local games workshop has tons of short walls that function as barricades that infantry can use as cover. Any unit within an inch of the barricades counts as being in cover. But does this count for vehicles as well?

For example, my Dreadnought is an inch behind the barricade and is 50% obscured

Also, there seems to be a few things that confuse me about how the store says barricades and ruins work. The store guy basically says you can be within one inch of ANY side of the barricades, even the side facing your opponent to get cover bonuses. They also claim this works for ruins.

I understand that the second floor of ruins always counts as cover. But do first floor units have to be within an inch of a wall or can they also just stand under the building?

The most up to date rules for Ruins and Barricades are found on Page 62 of Chapter Approved 2018 and explicitly spells out who gets cover and under what circumstances.

Suffice to day, the store guy is wrong unless there is a house rule in play.

Alright so barricades are definitely a no go for vehicles. As for ruins, it seems to imply that there is like an invisible wall on the first floor of a ruin that stretches down to encompass a rough area that counts as being in cover.

Secondly, this would indicate that if I had a portion of my Leviathans base inside the ruins of the first floor I can apply for cover.

Thanks for clearing that up about cover. It was super confusing when the enemy claimed they had cover even though the cover was behind them. It seems ruins don’t use the 1” rule at all btw. So if a unit is outside of the ruins, even if they are on the other side and 1” close to the exterior wall, they would not get any cover. That is very different from how I’ve been playing...

Only Infantry just need a toe in ruins to get cover. Other units not only need to touch the ruin, but also must be at least 50% obscured from the point of view of the shooting model.

Note that it doesnt matter what is obscuring the target, can be anything. Only the fact that its at least 50% obscured from the firers view counts.

Thanks that’s what I was thinking as well, basically have a sliver of base in the ruins and then obscure it from the vision of their weapons. Not sure when this is useful since my leviathan and contemptor both have invulnerable saves two AP away. Most anti vehicle weapons already have 3AP. But could be useful one day.

What really bugs me about ruins is that they usually don’t have a base and that means it’s not clear how to calculate whether you are in it.

Yeah, the rules for ruins are clearly written on the assumption that ruins have bases.

If they don't, you'll need to house rule something before the game. Either define the area within the walls as being the ruin, or treat them similarly to barricades (be within 1" of the ruin wall, on any side). Something along those lines.

Yeah I think I’ll just ask them to count the second floor panels as able to cast an invisible wall where it ends on the ground.

If ruins don't have a base just play connect the dots. Basically if you can draw a line from any part of the ruin to another part of the ruin, and it crosses the models hull or base then it's "in the ruins"

Other than that my advice is just yank terrain off the table that looks sketchy or is not rules compatible. Example would be guys I see trying to make a 1 level ruin 12" tall to block LOS to things like Knights.
Or similar ruins designed to allow a unit to perch on top and basically be impossible to assault except by flying units.

Are you talking about the Imperial Defense Line from the Wall of Martyrs set? That has some special rules, but it's limited to Infantry.

My WHFB armies were Bretonians and Tomb Kings.
