Seems pretty fair at 280. I don't think the 21 extra pts would be needed if it weren't for the rule of 3 being a thing and DiscoLords being one of the units that chafe under that rule. I like the flat pts cost instead of making it 279. I think you are valuing wounds too little for this guy, you can pile 40 more attacks on a Helstalker and it'll hardly matter because he already hits hard and it'll just make the unique one the primary focus of your opponent. I think a tougher or a punchier HQ is pretty easy to balance, but a more all-around upgrade is harder. In this case he's definitely more punchy than he is tough compared to a regular Discolord and I think it might be a bit much, does he need to be this badass? I'm not saying he's unfair, it's just a lot of different buffs. Most Unique HQs get a relic or two and a special rule or two and maybe a single stat increase, two on rare occasions. Vict gets three stat increases, a relic, two minor relics, and a special rule in the form of FLY. If you have a converted Discolord with giant wings and a badass spear it makes sense, but it's a lot to take in. I'd probably take away the x3 part of the lance, the Strength, the improved stats of the bladed wings and tail and tendrils and remove the combi-bolter as well if you don't have a model with an extra combi-bolter on. Get the model down to 240ish pts. With what you currently have he'll die relatively quickly and never be as awesome as you want him to be. My evaluation also depends on whether Death's Emmissaries can use the rules for the Slaanesh warband that most people use when they take Discolords.

My fixes/changes for knight to make it so they are more unique, and people stop taking the loyal 32.

Pts costs are too high, -1 WS pays for the ability almost by itself. I'd say 20 pts lvl 1 and 50 pts for lvl 2 at most with the current rules.
WC9 is extremely high, that's shooting twice with your 300 pts unit good, not heal a couple wounds of a Knight good. If you want your Knight to never cast his powers then that's fine and you can go down to 20/50 pts, possibly as low as 0/30 if you want to keep the mechanical foci rule, but if you want him to be a badass psyker and you're fine paying 100/150 then you can drastically increase the power level or reduce the WC of these spells as well as remove the mechanical foci rule and the -1 WS. WC 6 would not be out of this world, but again it depends on how much you are willing to pay for the ability, Farseer spells are better than Warlock spells, they also pay for it, it seems you've got the worst of every world. Between stifling negative effects, a huge cost and underwhelming spells compared to their costs you've got a set of rules that put a huge strain on any army in which you field them.

I like the higher casting costs on Dominus Knights, but it doesn't fit with 8th edition. I think it's fine but it'd fit better with 8th to simply only let it target a Questoris or Armiger and give it a set cost. The 3++ on a Dominus with the Relic and the faith power is kind of irksome, but it being tied to a WC 9 power makes it much less so, I think you should add the stipulation that it cannot improve the target's save beyond a 4+ and lower the casting cost.
You forgot the m in Thunder stomp. Both Thunder stomp and Honor call should be reworked for 8th edition. Leadership tests don't exist and direct damage spells only deal mortal wounds. Alternatively, you could make it so that Thunder stomp just lets the Knight make more attacks with his feet the first time it fights in the following Fight phase. I'm not sure how honor call fits thematically with your enemies being too scared to benefit from Stratagems, I would change the name. I'd advise to make it so that enemy units within 6" of the bearer do not benefit from Aura abilities until the start of your next turn and subtract 1 from their Ld. Alternatively, have it increase the Ld characteristic of friendly Knight models within 6" and lets them re-roll failed charge rolls.
I'm sorry but I don't really have anything creative to share, I hope my feedback is constructive. I was planning on writing rules for balancing the inclusion of the special abilities for generic characters from Chapter Approved for making your own special characters, but I got caught up between making every option valid and ensuring none of them were OP. Because of all the combinations and units each rule can get attached to I eventually gave up, I might pick it back up again if anyone would fine it entertaining or useful.

In hindsight his points should be ~90 and Souped Up Dakka should be S5.
