So, since I am aiming to build an entire Primaris chapter army, I was wondering what the Repulsor is like? Are they good or are they bad? What is it good/bad at doing? What weapons/loadout should it have and what should I avoid? There's a ton of options for this tank, so I am just confused as to what to pick. Any suggestions?

Its somewhat up to you. I think they're not good and they're not bad. The new Primaris Transport (and it's data sheet) releasing in a couple weeks could change this answer as well - depending on how much it transports how fast for how much.

For the next two weeks the first Repulsor transports 10, and has some pretty good anti-infantry. but it's expensive. The newer Executioner has better anti-tank (and until you get to the extremes the two turret options aren't very different on performance) but only transports 6 - and Gravis eats a LOT of seats when you only have 6. Between Infiltrate and Deep Strike most Marine units already have a shortcut across the board. Hellblasters, Intercessors, Aggressors don't. Hellblasters and Intercessors have a min squad size (Transport Adjusted) of 5 meaning you have to choose between a Captain or a LT style reroll. You can't fit both Aggressors have a min size (Transport Adjusted) of 6 (3 Models x double butt size = 6) They can't get any reroll support in an Executioner.

If the new one (The Impulsor) transports more than 10 (thus allowing full squad + characters) and/or is much cheaper it could chip away at the value of the original Repulsor. When the only tool you have is a hammer, every problem looks like a nail. When the only transport you have is a Repulsor, its the best transport you have.

From a solo shooting standpoint, the Executioner is usually better than the original. They're pretty close to the same price. The Executioner however basically gets both of the Redemptor weapons at the same time. In fact, the Executioner could be roughly comparable to two Redemptor Dreads in one model - with all the benefits and drawbacks that entails.

What should the weaponry be on a Repulsor? For anti-infantry or anti-vehicles.

Not Fixed/Glued-on. Weapon stats change from edition to edition. People magnetized Predator Tanks as much for this reason as for being able to use the chassis as another Rhino variant. Magnetize the things, or assemble in a way you can swap.

For now, it depends on the rest of your list and what you need more of - but generally speaking -

on the regular repulsor the LasTalon and Twin Linked Las Cannon don't synergize well because of different max ranges. The volume of fire on the Onslaught is arguably better (again depending on what you're missing) and it's rate of fire may make up for a low armor save mod.

On the Executioner - at Toughness 3/4 (most infantry) the Plasma will do slightly but not significantly better. At T5 to 8? 9? I can't remember they'll mathmatically perform about the same. Above that the Laser Destroyer will perform slightly but not significantly better. In the current edition/codex stat-line.

Right now its nay. Its a ~300 pts. tank without inv. Thats ridiculous. But i would wait until the new marine codex comes out, maybe points/rules will change.

I'd hold off any expensive purchases for the new space marine codex

Opinions are not facts please don't confuse the two
