I hope that He'stan or Tu'shan cross the Rubicon Primaris, but not necessarily both, not by dying but more refusing or something like that. He'stan as a Primaris would kinda be weird since he's both the spiritual leader and questing for the Artefacts of Vulkan. Tu'shan would make a little more sense as he's more involved in the every day goings on in the 18th.
One thing I really would like is some badass flame stuff related to the Promethian Cult. A Firedrake Primaris Librarian(in gravis armour) would be appropriately badass. Being able to call upon the raw volcanic power of Nocturne to righteously burn the enemies of the Emperor.

Each chapter will probably have one new primaris model with their supplement. Either He'stan will get an update or Tu'shan will finally get a model. I don't know how soon the salamanders will come, either. It depends on how fast GW releases them.

I'd bet on old models being revamped rather then new characters.

One would expect each Chapter to get a full complement of SC's - Chapter Master, Chaplain, Libby, Captain.
White Scars suggests this won't be the case. I haven't seen any leaks/rumors of anyone but Kor'Sarro. If so the non-UM guys are going to get screwed. They're going to pay the same $50 or so for one data sheet instead of 12 or so. No Victrix, No Chapter Champ, No Chapter Ancient, No Honor Guard, No new/extra SC's to make up for any "Counts As" they used to take from the UM.
So far Characters crossing the Rubicon Primaris haven't strayed far from a Primaris unit. The similarities of Calgar to an Aggressor, Tiggy to a Primaris Libby, and Kor'sarro to the generic Primaris Captain on wargear is pretty obvious. Calgar's Gauntlets are a Relic Paired Boltstorm Gauntlets. Tiggy's Force Staff could have just as easily been a Relic'ed Force Sword, and Kor'sarro has a Relic Power Sword. Hestan should be able to cross the Rubicon pretty easy- Aggressors with Flamestorm Gaunts exist so a fist flamer isn't too wild and a power spear with it's own statline because it's a relic is then only a Costmetic choice. I'd give him close to but better than a 50/50 chance when Supplement Salamander's comes out. I won't be too surprised but still a little surprised if he doesn't - there are still business/time constraints on new models beyond wanting to have one.

Any characters they intend to keep will get primarisized. Any characters they don't want to keep won't survive the process or die in some other battle.
|
These are my opinions. This is how I feel. Others may feel differently. This needs to be stated for some reason.

I'm going to have a lot of fun watching them try and Primarisize Bjorn and Murderfang.
I mean on the one hand, it's easy.
Bjorn, we think but giving you the Belisarian Furnace you'll be able to leave your sarcophagus and rejoin the rest of the Chapter.
Bjorn, I have bad news, you weren't surviving the process, so we interred you into this new Redemptor Dread, and moved your lightning claw over.
Totes, our bad. For getting your hopes up, we mean.
Now that we've gotten that over with, we did the same thing simultaneously with Murderfang with the same results, and he didn't take it very well. Could you go.. um.. take care of that for us?

You think the Primaris driver who won't let their own Chapter Master in a Repulsor is going to let some old duffer into a Redemptor Dread? Furnace or no dice.

Actually I think the biggest proablem with the redemptor dread is it's described as burning the pilots out. that said, old skool dreads are one of the few units that quite frankly would work just fine in an all primaris army/chapter. I'm intending on using some (and maybe a contemptor) in my Stormcrows.

Part of the problem is He'stan's wargear. The spear & gauntlets are Vulkans so I'm not confident that the forgefather would want to change his weapons. But GW'll do what GW'll do. I'm more in favor of Tu'shan being imbiggened.

The wolves wouldn't risk their most treasured "relic" to the rumored effects the primaris dreads have. It wouldn't make sense for them to preserve him with such fervor to just cast him aside now. That much experience being burned away in the heart of one of those Primaris dreadnaught death traps feels really out of character for the wolves.

This makes sense for current dreds to stay in their current ones and newly mostly dead heroes to be redempted.

Well..
Observation 1. Not seeing new characters that are not Primaris come out.
Observation 2. Existing Charecters are getting discontinued and re-released as Primaris.
Observation 3. There is a finite group of characters in 40K.
Based off these observations, at some point, every Loyal Space Marine character in the game will be primarisised.
