there's no evidfance he realized he fethed up. There is no evidance Gulliman ahd Primaris Marines developed as some sort of "sekret legion army" the reason for the Primaris Marines development is pretty obvious in hindsight.

ok first of all, with the end of the heresy the forces of chaos gained chaos space marines and they wheren't likely to be completely eradicated ever. So what does a government do when their ultimate weapon is reverse engineered by the enemy? they make a bigger and better one. Primaris Marines are simply to ensure the IoM's space marine edge remains. everything about the basic intercessor Marine SCREAMS "created to kill chaos" they're tougher, stronger, have weapons that out range bolt rifles, and their bolt rifles are designed to penatrate marine level armor (in 3rd-7th editions a primaris Bolt rifle would have been AP 2 or AP 3) Primaris Marines where created to fight, and kill Chaos Marines.

There's two theories about this - either Cawl had been mind-wiped prior to Wolfsbane, or he 'stole' the memories from Hester Aspertia Sigma-Sigma (and later got confused).
