Should this be interpreted as getting M12 and FLY until the next psychic phase, or M12 for the movement described in the spell but not until the next psychic phase.

If interpreted the first way, Phobos Librarians would be moving 6"+12"+12"+12"+4d6" with Wings, Temp Corridor, and Vanguard WL trait, which could be interpreted as "very fast"

It's the first way because it literally says so. The Libby can be considered very fast but he is still outrunned by sonic the genestealer.
