I don't have an actual list yet because I'm not sure what direction to go in, so I hope this is the right place to post.

Just looking for suggestions on what list to build. I'm kind of overwhelmed by options (a good problem)... the biggest appeal of this faction to me by far is the glass cannon x10 so I definitely want an army taken in that direction as far as possible (high risk, high reward). I think I'd later like to incorporate them into a larger DE army, with some Wyches to fix the enemy line and ranged Kabal support but I'm starting with the Harlequin first as I'm probably going to go non-GW for the Wych models and want something that won't get me possibly kicked out of a GW store while I'm still new and learning.

I'm a completely newbie but from what I can guess (maybe incorrectly) their biggest problem seems to be dealing with high toughness units (since they have no poison) + tanks, and what to do if there's no cover on the battlefield to cover your approach. How do I build to deal with that at 500 points? I'd like to incorporate a Solitaire or Seer if possible as they both look like a ton of fun (especially the former).

Well, there are two ways to go with Harlies.

Firstly, a battalion with 2 Troupe Master (or 1 Troupe Master and 1 Shadowseer), 3x 5 Troupes (with 2 fusion guns), and 3 Starweavers.

Secondly, an outrider detachment with 1 HQ (preferably Shadowseer) and 3 squads of Skyweavers (with haywire cannons).

But at the 500 pt level, its quite hard to configure a Harlie army.
I'd start with a Kabal battalion which you would get for 500 pts.

So with the first option, are the guys with the fusion pistols basically my only anti-vehicle/heavy infantry? Or does the fact that everyone has a Shuriken pistol with built in-AP and loads of attacks with the basic harlequin blades means they can still be effective against high toughness/high wound models?

Fusion pistols are situational as they have very small range.
Shuricannons can take on low and medium armored vehicles.
The best option in the Harlie codes are haywire cannons.
