There is a strategem in the new codex that allows a second warlord and I’m thinking of making my librarian Dreadnought that second warlord. I know they can’t take relics but can they take warlord traits?

Blood Angels are "none Codex compliant" and at the moment, I don't think they benefit from anything in the new 2.0 Codex.

They can use all the strategems as long as you have a detachment of marines and the strategem says for Adeptus Astartes or something that includes all. It’s just like chaos unlocking strategems for each other.

Libby Dreads are Adeptus Astartes Characters, which is what the stratagem currently requires. So long as the army has a codex Marine detachment to unlock the stratagem, it can be used on them.

Back to the question though, are we able to use warlord traits on the dreadnoughts?

Yes of course. Its a character, which qualifies it to get a warlord trait. What are you thinking about ? And btw, libby dreads can take relics, but only from the BA codex.

No, Dreadnought characters can never take relics. I’m sure I’ve read that somewhere. I’m trying to give him the “hero of the chapter” strategem which would allow him to take the artisan warlord trait for 1CP. If he gets quickening off, that’s an average of 8 attacks. Hits on 2s, wounds on 2s even for t9 and AP -4. Can use 1 CP to reroll hits as well.

Way stronger than a smash captain and should be tough enough to survive overwatch. On top of that, you can use the half damage on dreadnoughts strategem if you want to be sure.

You're thinking of the Chaplain Dreadnought, which has a specific datasheet rule that does not allow it to take a relic. It is not a blanket rule.

The librarian dreadnought can take relics it just has a choice of 1 due to others replaceing equipment it doesn't have.

The section in the new codex that states...

"Note that Space Wolves, Blood Angels, Dark Angels, Deathwatch, Grey Knights, and Legion of the Damned deviate significantly in terms of Organisation and fighting styles. These chapters therefor cannot make use of any of the rules in this section and instead have their own rules in other publications"

Does this not block Strats and additional rules?

I ask because my own BA are on hold until such time as we have a BA supplement.

Blood Angels cannot use Stratagems from Codex Space Marines, that is correct.

However you can unlock the Stratagems if your army contains a Codex Space Marines detachment, and arguably these can then be used on Blood Angels provided all keywords are met.

I say arguably as it depends how you define "make use of". It can get a bit muddy, as some Stratagems clearly need to target non-Space Marine units.

The intent of it is pretty clear to me though, that Stratagem from Codex Space Marines that in some way benefit Space Marine units cannot be used on Blood Angels etc.

Yes, it does. But it depends what section of the SM codex the sentence ".....cannot make use of any of the rules in this section...." refers to.

BA wont get a supplement. Supplements are only for the chapters in the new SM codex. The non codex space marines BA, DA, DW and SW already got a free pdf rule update. They will probably get a new codex in the future.
