Basically, i know that some people use certain glue types in order to achieve that effect.
How and what do you mix to achieve that?

Try painting a layer of simple white glue over a previously sealed and painted surface. Before it is totally dry, pull up the skin top into disgusting rivets and layers, then hit with a shiny varnish - It should look suitably nasty, I would think.

Actually, if you use the washable white glue, i think it stays a bit flexible and rubbery a while after it dries, so might be the easiest to work with.

White PVA glue makes a fantastic skin. I put a couple big blobs on a plate, microwave for about 15 seconds and peel off the semi-dried skin from top. Apply to model and good to go.
For the wet look, paint that area with a gloss. I prefer Future floor polish

What's Acryl lack?
That an alternative to Future? I'm sure most any floor cleaner with acrylic in it will give that nice gloss finish. I use Future because it's super glossy and dries clear so your paint shows through well.
