Is the 3 detachments per 2k points something widely enforced? I want to run an aux. Detachment with a list that is already 3 different detachments. Would this be fine outside of a tournament?

House rules are house rules. We cannot answer that question because it is simply not answerable by us. If you want to go by pure Matched Play rules, there is no limit on detachments.

Depends on your meta. Some folk live by Ro3, other folk hate it. Most folk will give you a pass, as long as you bring it up before the game.
That said, why do you want another Detachment? Kinda feels like you're just trying to get more CP and/or another sub-faction trait. Most people will look poorly on this.

Neither is an actual rule. Unless your meta agreed to use it you can have as many detachments as you can fit in your point limit.

I want to so a nurgle soup list with all 3 books but theres no good way to get Feculants into it withour a 4th detachment,considering its gonna be a battalion, outrider and patrol I doubt itll be frowned upon as CP cheese.

No, a rule that may or may not be included is still a rule. The question isn't whether it's a rule it's whether it is used in your game or not.
Rule of 3 is widely used in pickup games. While the detachment limit is attached to it, it doesn't seem to be quite as strictly followed. Many people do still though, so really you'll have to ask your opponents.

I have never asked my opponent, and neither have i ever been asked about this "rule of 3" (which isnt an actual rule), or how many detachments i have. There is no need to ask if you dont want to use it. By default its not a "rule" you have to follow, because its a suggestion.

A suggested rule is an actual rule, albeit an optional one.
If you choose to use it then it’s a rule for that game.
It seems you don’t understand the social contract element of gaming. You absolutely need to establish what kind of game you’ll be playing, what mission type, any additional optional rules, how you’ll treat terrain, etc. etc. etc. before you begin a game. Stux is describing how people play the game - your “I don’t ask anything” doesn’t work in practise. Two people play a game and it needs to be fun for both, so sorting parameters ahead of time may not be written in the rules but it’s default behaviour.

BRB, page 214. The guidelines for organized events state up to 3 detachments per army at 2000 points. A friendly game is not an organized event. Hence, there's no rules-based argument against using more than 3 detachments. That said, friendly games are subject to mutual agreement. Talk to your opponent. Most people will not have a problem.

While the Rule of 3 and detachment limitation rules are optional, and therefore it should be assumed that you're not using them unless otherwise specified, I think it's polite to check with your opponent whether they use optional rules or not. Some groups assume that all games use tournament rules because that's just how they play.
I've had more than one person raise their eyebrows when I ask whether they want to use Matched Play rules or not, as if it's insane to not use them even though they are optional rules.

Rule of 3 and Detachment Limit suck, an are not Matched Play Rules. I can't even see why people would complain about detachments any more as most power builds don't even spam detachments, power builds are using less because you save points rather than spending lots on HQ taxes for everyone but guard. I am a supporter of adapt to the game not make the game adapt to you. Unless you are playing narrative or something.

Thats would be because I would assume the person asking that question was crazy. Or a power gamer.
If crazy I would then go find my 27 mortar teams and show them why. If a power gamer I would play them at their own game
