In my opinion it should be "all of the above". Guard are supposed to be incredibly diverse, so instead of a revamp, I personally think they should lean into this angle. Bring back all the metal regiments in plastic one at a time, make the parts somewhat interchangeable, etc. Then throw out upgrade sprues - if they can do a sprue for every Space Marine chapter under the sun, they can throw out a "Praetorian Upgrade Sprue" primarily for Mordians, but usable for other guard units.
GW would most likely never do this, but I can dream.

well marine upgrade sprues are shoulders pads and a ehad and weapon, guard would require a bit more work as I understand it. that said I'd love to see another plastic guard regiment

Pure speculation based on the fact that they blew up the planet that the poster boy regiment hails from and then moved forward the timeline past the point that any of the special characters could still be living. The whole Cadian successor regiments thing seems like some handwavy justification to allow people to continue to use their existing collections. The whole thing seems like a perfect set up to either eventually replace them or to let them languish unsupported indefinitely.

It literally is fluff that's been around since the original 13th Black Crusade event happened.
The sourcebook released at the time of the Eye of Terror event even calls it out as Creed demanding Cadians to "recruit. recruit and train".
