Hey guys question for you, looking at doing a Raptors army and want to take Lias Issodon. He is the special character Chapter Master from FW and unlike other special characters he does not come with a built-in warlord trait if he is selected as the warlord.
Does this mean he can take any warlord trait from the generic list or use a raven guard specific one utilizing the stratagem available to them for the raven guard successor chapters?

That is correct. If the book does not specifically say what Warlord Trait he has to take then you are free to give him one from either the space marine codex or the Raven Guard supplement. Though (correct me if I am wrong) you do not need to use a stratagem to give him one from the supplement as a successor chapter they can take it for free unless you want it as a warlord trait for a second character.

My list will have two characters with warlord traits so it's going to be necessary either way but that's what I thought, I just understand that him being listed as a special character might add confusion to that someone. I'm assuming it's written under either special characters and / or warlord traits?

There is nothing in the main rule book that specifically says that a named character has to take a specific warlord trait, that comes from the book that the named characters are from. If the book does not say what warlord trait he has to take, I am pretty sure none of the indexes did, you are free to give him what you want.
