Chris Fitzpatrick, I believe.
For me, so many miniatures from whfb 3rd to 6th ed are my favorite that the designers behind the whole aesthetic could fit the bill. Gary Morley, Aly Morrison, Juan Diaz, Brian Nelson, Jes Goodwin, Alex Hedstrom, etc.... So good.
Besides that, whoever is behind the designs in Kingdom of Death and PB' Conquest are contemporary favorites.

In industry terms, Jaques-Alexandre Gillois and Alan Carasco, easily the greatest.

Besides Jes Goodwin, the Perrys.
After them, not a lot to add, the plastic Drop Fleet ships are all amazing designs and fit together like Legos, I need another remnant fleet...
Who designed the plastic Valkyrie? Still my favorite GW kit to build and look at.
Bobby Jackson at Reaper deserves a mention surely. But not the 'best' alas. And yeah whoever Rackem had for Confrontation was consistently amazing. Anyone know where those sculptors as now?

The Confrontation Sculptors, whoever they were...
The Dark Age Sculptors, whoever they were...
(Possibly a lot of overlap between the two groups there!)
Then moving on to a lot of the incredible Sculptors that Mierce Miniatures uses:
Allan Carrasco
Yannick Fusier
Roberto Chaudon
BenoƮt Cosse
...and others that I can't remember right now!
All of that is along with Jes Goodwin, of course!

If it is, check out Crocodile Games, he's done a good few sculpts for them. (might be his company? Working from memory, don't recall exactly)

Tom Meier for anything, especially fantasy, and Julie Guthrie for dragons.
They can, y'know, sculpt the human figure to scale. Amazing, eh?
The Perry Brothers. Met them at a Games Day Baltimore some years back, 2002? or 2003?. Great guys.

The Perrys definitely for me. It's always baffling when you look at old GW catalogues and realize that their lotr minis were about 10 years ahead of their time (and still look great today). 40K and WHFB minis from the same era always looked clumsy, badly proportioned and warped next to the awesome lotr stuff the Perrys made during the 2000's.

I wouldn't say they were ahead of their time, the Perry after all did a lot of the 'heroic' scale models with oversized heads and weapons. It was a choice. For LOTR they had a liscensor watching over them to make sure figures looked like this onscreen costumes and the actors, I'm sure proportions were part of that.
The GW heroic scale was a deliberate choice, since faces and weapons are more important GW decided to make them larger on their 1" figures. It's not ignorance of anatomy, it's awareness of what makes a time man dolly look good.
That being said, yes, the Perry are awesome.

Jes Goodwin, The Perry Twins and Bob Olley. It's a four-way tie between them all. So much of my early exposure to this hobby is through their works and I still consider their models to be the gold standard in the business.

The Perry's work got me into the GW product line. Jes Goodwin has kept me there. His understanding of design is fantastic. It really is tough to pick one overall with what the total group of sculptors has made over the years.

Have been painting the 4th edition Empire metals of late, so it is very hard to go past the Perry's on that front. Those minis from circa 92/3 or so are just so good they more than hold up today. Man those metal halberdiers
However I also have a massive soft spot for Paul Hicks. Recently nabbed the Baron's War mini's he sculpted, and the Russo-Japanese war line he did for Tsuba miniatures is phenomenal.

I think the best has to be Jes Goodwin, hands down. Bear in mind that even a lot of the GW figures he didn't sculpt, he still designed. His concept sketches are art in themselves.
Brian Nelson I'm sure is right up there as well. It's a pity we don't hear much from him or get to read about who made what very often. With the quality that GW have been putting out lately it seems wrong to not acknowledge whose hard work it is.
