So is it fair to say that units with no ability to change their wargear or weapons typically have a flat point value that uncludes their mandatory load-out? I've noticed this is true of many characters as well as models like Warp Talons that have no ability to change their load out.

The list will specify whether or not wargear is included.

In the case of Warp Talons, the lightning claws are not included and must be paid for separately. In the case of many (if not all) Special Characters, it is specified that their cost includes their wargear.

GW will often 0-point the weapons or wargear that are used exclusively on only 1 unit. This is only a shortcut, though, and most of the time you still "pay" for that wargear, just like any other unit.

Not that I'm aware of. One of the Kill Tanks has a very similar weapon, but even then neither has an option to exchange it.

If there another weapon the Stompa can exchange the Super Gatler for? If so, that is probably why it has points.
It's not just options that are exclusive to 1 or 2 units, but rather exclusion options that can never be swapped. Like Pulse lasers on Falcons and Crimson Hunters being 0ppm. Nothing else can take PLs, but Falcons and CHs can't swap them either

The real answer is probably because GW hates orks and it's a holdover from an earlier draft or something that no one cared enough to fix.

Alternatively there's some very deliberate (but otherwise inscrutable) reason.

the FW custom stompa can take other guns. My guess is they just threw the cost there so the base stompa model was closer in price before weapons

they are both still 2 of the worst ways to spend points in the game outside the mek shop.

Compare the cost of the Fire Prism chasis to the Falcon or Night Spinner chasis. Are they really not "paying" for those 0-point weapons?

Stompa isn't paying for weapoes twice. It's just paylng ridiculous amoun for 40 wounds and assumption you roll max shots all the time
