Friend of mine is adding Daemons to his army. Plaguebearers have a BS, but they have no ranged weapon or ranged profile. So they can't actually shoot anything correct?

I know Daemonic Ritual is generally not that useful. But i was reading and from what I gathered You roll 3D6, and the roll has to be equal to or less than the unit power rating. 10xPlagueberers have a 4 PL. Or is PL and "Power Rating" a different value?

I dont have either codex, i just read the BScribe rule, so if its wrong...

1) Any unit that has a ranged weapon and a BS can fire as per the rules in the BRB.

2) Read the actual codex, Battlescribe gets rules wrong sometimes.

It's there for Narrative Play situations or Buildings that units can embark and "shoot" the buildings weapons.

Power Rating is the price of an individual unit, while Power Level is used to describe the total of all units Power Ratings in an army.

The forums are not a replacement for the rules. I answer these questions as they are easy enough to find/infer from the free Rules Primer.

PL ratings are very coarse ratings, compared to point values. Just because I was looking at playing Daemons and wanted to figure out what I could summon for a given dice roll, I can tell you that it goes:
* Unit of 10 Plague Bearers = 4PL
* Unit of 11-20 Plague Bearers = 8 PL
* Unit of 21-30 Plague Bearers = 12PL
and you can't make a Plague Bearers unit bigger than 30.
Greater daemons are around 17 PL (not counting Slaanesh), and a unit of 12 Bloodcrushers is 29 PL.

If you're looking at the unit of 11 to 20 Plague Bears and wondering, "How can a unit of 11 models and a unit of 20 models have the same rating?"... That's PL for you. You can have two units with same PL level that are dozens or even hundreds of points apart.

I assume you've heard all of the stuff about reinforcement points, and how when you go to perform the summoning in matched play, it becomes:
* Roll your dice to determine summoning PL
* Double check how many reinforcement points you have left
* Pick a unit, and then design it so that it's PL doesn't exceed what you rolled, and doesn't cost more than the number of reinforcement points you have left
* Double check, to make sure you're not over spending
* Reduce your reinforcement points by the point cost of the unit.
* Apologize to the other player because it feels like it's taken you forever to resolve your summoning.
