Privateer Press has recently changed their Themes so that the "free models" you can Requisition for your army are based on army size instead of how many points of a model type you're using. It has opened up a lot more options of building up certain Themes as a result.

This could be interesting to test out.

I'd argue that forcing people to take troops is a bad thing. It favors armies with troops that are cheap and/or cost-effective and punishes those that aren't. Plus, it sometimes makes it a bit trickier to field a thematic army. If I'm playing Saim-Hann, I don't necessarily want to find points for a transport to carry some infantry to avoid breaking my "everything is fast and flying" theme.

If you have to "force" people to use troops, then those troops are poorly designed and you're basically just forcing your opponent to play with a disadvantage.

You can absolutely field a very thematic army with the current default detachments!

... But you get punished for doing so by suffering a huge CP disparity. (Double batallion army vs a double outrider army is 13 CP versus 5 CP).

ATTENTION
. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.
