So in Vigilus Ablaze, Black Legion gained the strategem "Council of Traitors" It states that if you have a "Chaos Lord, Daemon Prince, or Abbadon the Despoiler" as your warlord, you can add a sorcerer and dark apostle to your army both with warlord traits of their own. My question is, Can I still use this on a chaos lord in terminator armor as it is technically a separate dataslate, or will any chaos lord do, regardless of wargear?

The stratagem requires certain keywords. One is BLACK LEGION CHAOS LORD. Does the lord in terminator armor have these keywords ? If yes, you can use the stratagem on him.

Yes.
It targets the keyword CHAOS LORD, which is chaos Lord in terminators datasheet.

For the most part they are an improvement, a lot easier to be able to look at keywords to see if a model qualifies for something or not.
