I just noticed that the plagueburst crawler has Faction: Chaos, (by itself, not just daemon engine). Can this be put into a nurgle daemon list?

Like Poxbringers, plaguebearers and some plagueburst crawlers?

The Plaugeburst Crawler has the NURGLE Faction keyword. Codex: Death Guard, Page 86.

In Matched Play, Faction Chaos cannot be used as the uniting faction of a detachment. However, I believe these models all share the Nurgle Faction keyword, making that an acceptable faction keyword for the detachment. Note that this detachment will be neither a Death Guard nor a Daemon Detachment and therefore none of the models will get faction traits.

The loss of faction tactics doesn’t really matter to the crawler. It doesn’t get them anyways

I think the point they were trying to make is it removes the faction bonus from everything else in the unit. Poxbringers, for instance, would lose the Locus of Virulence.

Yes. It is still a valid detachment with no stipulations to cause it to lose its Command Points.
