OK, my buddy has Walking Dead all out war but he's not real motivated to break it out.
Call to Arms released relatively recently, and it is described as a skirmish game. This seems innacurate, as it is a survival game
with units of larger groups of survivors, correct?
Can one of you break down for me the difference between the two rule sets?
Skirmish, to me and many others, always implies that models activate individually, usually with less than 20 per side.
The impression i'm getting is this is more like Walking Dead mass battles...

Call to Arms is a more competitive PvP experience between two gangs of survivors, while All Out War is more of a coop/solo narrative game with a bigger focus on zombies. They are both skirmish games (models move individually). They share the same models, but use different stat cards, and all future expansions will contain content for both game modes.
Ultimately, they are pretty similar. Here's what Call To Arms says in the book about how they differ:
* New Strategy Phase
* No Threat Tracker
* No Melee Phase (fight is now an action)
* Herds (group of zombies on a single base)
* Building a Group
* Scenarios

Many thanks for the clarification Sqorgar. I'll present this to my friend. He's going to be more interested in a PVP experience in my opinion.
It looks like we'd have to buy a lot of cards, however. Perhaps the rule book first until we know what faction packs we want would be a more affordable approach.

I think that, right now, Call to Arms only has two available cards packs (lawful and ruthless) that should cover everything that has been released for All Out War. The Call to Arms rulebook includes a few cards printed in it for (I think) the survivors included in the AOW starter set. Not sure if you need the Equipment cards or not. The rulebook contains a bunch of tables for equipment in it. They also have a couple faction packs which repackage All Out War models with Call to Arms stat cards. The newest one (the Saviors) has AOW and CtA cards.
I'm probably not the best person to answer questions though. I have the CtA book, but I haven't read it in detail yet, much less actually played it. I've got most of the AOW figures and expansions, which I rather enjoy, so to me, CtA is more of a expansion for AOW than a stand alone game. I'm not even sure how well it would do as a stand alone game (since most of the models are still exclusive to AOW sets).

The equipment card pack is a recommended purchase on YouTube.
He has all the Kickstarter stuff, and some. Just never played the game, as we have gotten burned out on Cooperartive systems. I'm hoping a PVP experience option may peak his interest.
