Lets say I cast Treason of Tzeentch and it actually works and I take control of my opponents model becoming a friendly model in my army (in the next shooting, charge and fight phase)

1. Can I use CP on it?
Like lets say I get control of a lord discordant, and its the same legion that another detachment of mine has. Can I use say the DaemonForge stratagem, that allows me to re-roll all of its to hits and to wounds in a particular phase?

What if I take control of a tank commander (obviously none of my stratagems match theirs, can I spend my own CP to access their stratagems?)

I would say yes you can use your own stratagems, no you can't use theirs (as you don't have any legal detachments that unlock them for you to use).

Would the model gain any keywords, or is it just friendly with no keywords. Meaning if its an imperial vehicle I couldn't endless cacaphony

They would not gain any keywords. If you control a Lord Discordant fielded as a Nurgle Black Legion model, you cannot use Endless Cacophony or anything Legion-locked that's not Black Legion.

If you controlled a Leman Russ Tank Commander, it would still be Imperial, Astra Militarum, and, say, Tallarn. So you could use the Command Point Reroll stratagem, but nothing else, really.
