How would these two Primarchs change along with their Legions had they landed on the other Primarch's planet?

Mortarion probably ends up a loyalist , he never encounters his corrupted ally which, Gulliman kills the same guy, fighting the warlords to a

Not that much.

The basic character of each primarch is not going to change by landing on a different planet.

Actually Perturabo was definitely shaped for the worse by his homeworld. He became incredibly bitter at his adoptive father not allowing him to become an architect and engineer who builds things and design technological marvels viewing his passions for such things as follies and waste of time. Also Perturabo dreamed of space travel which Olympia's tech level did not make feasible and he was berated for such dreams. Instead he was forced to war after war to conquer for his adoptive father when he wanted peace.

He was so relieved to meet the Emperor thinking this is his chance at becoming a builder and inventor of things only for the new boss to be the same as the old boss. Worse yet, the new boss handed out all that building things to his brother, Dorn. So Perturabo started to become extremely angry.

So Perturabo being landed on Macragge instead would definitely lead to a healthier upbringing as he would have been allowed to go after his dreams by his adoptive parents and become a much more mentally sound person.

That is not true as shown in the Perturabo Primarch novel.

Yes his adoptive father used him but Perturabo also deliberately pushed people away and then complained why nobody liked him.

90 % of his issues are a result of his own character flaws.

This does not significantly change by changing the planet where he lands.
