maybe I'm just not understanding this correctly (or it was house ruled/FAQ'd otherwise?)
Brad Chester's list was Raptors (RG successor), but used Long Range Marksman and Master Artisan. he also had the Raptors special character.
Since Raptors are a known Ravenguard successor, doesn't the rule for Inheritors of the Primarch come in to play and he must play with the Ravenguard Chapter Tactics (not choose 2 of his own)?

No. if you SELECT the inheritors chapter tactic, you have to use the parent chapters rules.

This is a common misinterpretation.
A successor with known parent chapter doesnt have to take the parent tactic, they can use custom tactics. It's just that IF you have a known parent and you use Inheritors then you must use the parent tactic.
There's no reason not to use a supplement, its just extra stuff on top of the core codex rules.

They didn't actually fix the <CHAPTER> issue. Forge World Characters still break Chapter Tactics RaW.

Agreed or there would be nothing but original founding chapters played, leaving all of the other unique chapters languishing in badly outdated FW index books.

Okay, whos gonna tell Xeno about the minotaurs characters that cannot only choose Successor traits but also choose freely which Supplement to use because minotaurs have no known ancestor?
Something your blue bois cannot do isnt automatically "clearly not the intent"
