In general you cannot fight units you do not charge.

The Wulfen ability specifically states:

"If a model in this unit is slain in the Fight phase, once the unit that slew them has made its attacks, you can attack with them before removing their model as a casualty, even if they have already attacked that phase."

If Wulfen charge, fight, consolidate into a unit they didn't charge, then that unit kills Wulfen, does the death frenzy active allowing them to attack the unit, even though it was not included in the charge?

Death Frenzy activates, but it'd be the same as if you killed a Wulfen that was too far away to fight-they would not have a valid target, and therefore do not make any attacks.

Clocks for the clockmaker! Cogs for the cog throne!

Your first sentence is wrong as you’ve stated it. The proper statement is that units that charge are restricted to attacking the unit(s) they declared a charge against. Death Frenzy doesn’t overrule that restriction.

I mention that first because of all the situations like Heroic Intervention, a second round melee, or getting charged, where there aren’t any restrictions.

You cannot charge the whole table, you can only charge units which are within 12"
