How does ravenguard MoA trait interact with scout moves, like from scout bike or pathfinders? Which goes first? Do they move both units together or one then the other, with opponenttaking a turn between?

Scout Bikers don't have a (in-built) scout move.

When two things happen at the same time, normally Sequencing comes into play but "At the start of the first battle round but before the first turn begins" there is no active player so Sequencing can't come into play.
Normally, such rules have a clause saying to roll off if the opponent has the same effect happening. However, a Vanguard move and Master of Ambush are not similar effects.

Ergo, the rules don't cover this scenario (GW incompetent at writing? Tham unpossible!) so you have to fall on TMIR and roll off to determine what happens.

Which, funnily enough, is the usual explicit solution when abilities like this do have guidance on what to do when they conflict.

HIWPI, roll off, whoever wins gets to go first, move or redeploy. Just like if both players have similar abilities that happen at the start of the first battle round, but before the first turn begins.

Wouldn't it be better to give the winner of the roll-off the choice as to whether he/she goes first as opposed to forcing the winner to go first.

So if employing The Most Important Rule, what you are actually doing is proposing two possible rules, rolling off on them, and the winner takes effect.

Essentially, it depends!
