I don't think the Custodes remarks he'd nesscarily LOOSE so much as he wasn't sure he could WIN (which is, pretty impressive and is high praise from a custodes)

The book is "The Regent's Shadow" sequal to Watchers on the throne. It's a good book, I hope there's a third in the series
