I was just looking at the 30k FAQs on Warhammer Community and see that Perturabo has a Teleportation Transponder now instead of a Teleport Homer. Anyone know where the rules are for the Transponder?

No, the Teleportation Transponder is not the Teleport Homer, it is a piece of wargear that allows you to deep strike in the first place. (Apart from Perturabo it is restricted to the IF and NL)
You find its rules on page 29 and 37 in the Age of Darkness Legions Book.

As a side note, Terminators in 30K don't have the "Teleport rule" unless they have a Legion specific rule or Rite of War.

Wonder why they choose to do that? Considering deepstriking Terminators is such a memorable part of iconic HH novels like Legion and Know No Fear?

I'm pretty sure it's Know No Fear where Guilliman and cohort teleport to mess up some word bearers? some guy gets fused into metal due to teleportation failure? Wait were they even Terminators, now that I think about it?
Either way it definitely happens in Legion! And I think again later when Alpha Legion fight Russ

If I'm remembering correctly, it's at the end, when Guilliman teleports (alongside a bunch of other Ultramarines, presumably not in Terminator Armour) to fight Kor Phaeron? If so, yeah, it's not related to Terminators, they're just using a teleportarium.

That’s a wet nerf to Perturabos utility then. I was going to scout him up and drop in my Tyrants turn 1.
Sure wish the Iron Circle could deepstrike like the start of Angel Exterminatus!

You can still drop them turn 1. Party now allows one unit to arrive from reserves T1, and grants himself and all termi-armored models DS. Just do what I do, drop Perty and 10 Tyrants T1. Hasn’t failed me yet!

In both Know No Fear and Legion they beam in batches of 50 marines in one go. Requiring you to use a Rite of War to allow Teleporting makes sure your army will be tailored to the theme of a large lightning strike rather than just tossing a few beaming squads into your army like you would in 40k.

I now have 10 more Terminators on the way. This more devoted theme army of 30k is pretty neat. The Rites of War seem to provide rewards but a good balanced cost.
Looking forward to dropping 10 Tyrants and Perty all at once now. I'm still gonna see if I can somehow get a Teleport Homer deployed on the table though.

Perturabo grants Deep Strike to all Terminators in his Detachment, so you can make it work without committing to a specific Rite.
Remember that you still need to meet your mandatory Troop and HQ requirements, which normally means running at least 2 Tactical Squads. An alternative would be to use a Rite that allows other Troops such as Terminators (Pride, Chosen), Veterans, or even Dreadnoughts (Ancients). None of the other Rites are compatible with both mass Terminators and non-Tactical troops.
Also remember that you don't need a Teleport Homer if you have a Nuncio-Vox or Damocles Rhino. You can also use a Mechanicum Nuncio from an Allied Detachment as you are Sworn Brothers, or an Allied World Eaters Recon Company for some Infiltrated ones.
