Can you use one chapter's librarians psychic powers on a unit from a different chapter? Example can a ultramarine librarian use might of heroes on a iron hands dreadnaught? What about the ones that are found in supplements?

Check the wordings on the given powers.

If they just look for the ADEPTUS ASTARTES Keyword, they should work on anything Space Marine.

If they require the proper <CHAPTER>, then no.

They keywords in the power will tell you exactly who you can affect with the power.
