Ok so I've been wanting to get into 40k for about a week now & have been flip flopping between a bunch of different armies but am considering an obscure Space Marine Successor Chapter just for the color scheme. I was wondering what, codex would I use for them? (If you want to know I'm considering the Tempest Guard).

It really depends on what rules you want to use? Do you want to use Vanilla Marines + Supplements or do you want to use one of the Special Snowflake Chapters (DA, BA, SW) or the Even Superer Snowflake "Chapters" (GK and DW)? Keep in mind Paint does not affect Rules. You can paint your dudes bright Pink and use them as "counts-as" Deathwatch or Iron Hands if you want.

To use the "Successor Chapter" system, you need to use the normal Space Marine Codex + a supplement of your choice.

Because the Tempest Guard are, canonically, an Unknown Parent Chapter, you are free to pick whatever Parent Legion you want them to be from and use their supplement while using the TEMPEST GUARD keyword.

They are not even "counts-as", because as you said, "Paint does not affect Rules".

Green and black Blood Angels? Sure,colors do not matter to the rules.

That is why I said "counts-as" and not counts-as.
