Would things like these be broken

(this is just an example that could be rolled out for all legions and other codexes "chapter" traits)

Iron warriors
spearhead detachments with the Iron Warriors legion trait requires 4 compulsory heavy support choices instead of 3
spearhead detachments with the Iron Warriors legion trait provide +2 command points instead of 1

Alpha Legion
Supreme-Command detachments with the Alpha Legion legion trait requires 4 compulsory HQ choices instead of 3
Supreme-Command detachments with the Alpha Legion legion trait provide +2 command points instead of 1

Black Legion
Vanguard detachments with the Black Legion legion trait requires 4 compulsory Elites choices instead of 3
Vanguard detachments with the Black Legion legion trait provide +2 command points instead of 1

Word Bearers
Battalion detachments with the Word Bearers legion trait requires 4 compulsory troops choices instead of 3

It's certainly possible to implement something like that and not have it be broken, BUT...

A.) You're going to end up with some winners and losers. Giving Black Heart spearhead bonus CP for fielding a bunch of ravagers and some reapers in a spearhead means you're rewarding them for taking an already competitive choice. Giving my Poisoned Tongue bonus CP for fielding 3 lhameans (an uncompetitive choice) takes some of the sting off of fielding lhameans, but you'll really just be encouraging competitive players to lean into Black Heart and ignore Poisoned Tongue even more.

B.) Ultimately, you're probably not changing the game very much. If taking 4 heavy supports in an iron warriors spearhead is already an efficient choice, people will already be doing it, and you'll just be giving them bonus CP for taking an already good choice. If taking a supreme command of Alpha Legion is currently a bad choice, 1 extra CP probably doesn't suddenly make it a good choice.

C.) Working off of battlefield roles like that is really tricky. You might give farsight enclaves (the crisis suit sept) bonus CP for taking more elites, but "elites" for tau can mean anything from crisis suits to riptides to kroot shapers.

. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

Define broken. According to the top urbandictionary result, it is something that makes every other option seem like a non-option in comparison, something like Iron Hands at release, it was basically "join or die" if you wanted to win a tournament. +1 CP per Detachment is not this, even if it comes with no requirements. The fact that it comes with a downside makes it really balanced if not weak IMO. Instead of adding this, I'd like it to replace the current Chapter rules, this is a super lightweight benefit to have, enough to help flavour armies without making one faction the Obliterator faction and another the Possessed faction and a third the Chaos Space Marine faction. Is it fair? No. Some armies it will hurt, some it will help, it might help the best armies and hurt the worst unless you really tailored it for every faction you wanted to introduce this rule for.

9th is going to do away with Detachment benefits AFAIK so unless you're planning on continuing playing 8th I think it's a bit of a moot point. 9th is still going to have Detachments so you could still have changes to Detachments based on sub-faction. It'd be a mess to implement on list-building apps, that's a downside. I think it'd be best if you just made the game super balanced and then I believe people will take fluffy choices, the times when you see White Scar gravboxes and Iyanden Guardian bombs is caused by pts and rules punishing you for going with lots of bikes and Wraith constructs or rewarding you for doing something that isn't super fluffy by allowing you to move and shoot your low-range gun four times as efficiently as everybody else or let you be essentially fearless on your big blob which you'd otherwise have to spend 2 CP on in cases where you take a lot of casualties in one turn.
