Define broken. According to the top urbandictionary result, it is something that makes every other option seem like a non-option in comparison, something like Iron Hands at release, it was basically "join or die" if you wanted to win a tournament. +1
CP per Detachment is not this, even if it comes with no requirements. The fact that it comes with a downside makes it really balanced if not weak
IMO. Instead of adding this, I'd like it to replace the current Chapter rules, this is a super lightweight benefit to have, enough to help flavour armies without making one faction the Obliterator faction and another the Possessed faction and a third the Chaos Space Marine faction. Is it fair? No. Some armies it will hurt, some it will help, it might help the best armies and hurt the worst unless you really tailored it for every faction you wanted to introduce this rule for.
9th is going to do away with Detachment benefits
AFAIK so unless you're planning on continuing playing 8th I think it's a bit of a moot point. 9th is still going to have Detachments so you could still have changes to Detachments based on sub-faction. It'd be a mess to implement on list-building apps, that's a downside. I think it'd be best if you just made the game super balanced and then I believe people will take fluffy choices, the times when you see White Scar gravboxes and Iyanden Guardian bombs is caused by pts and rules punishing you for going with lots of bikes and Wraith constructs or rewarding you for doing something that isn't super fluffy by allowing you to move and shoot your low-range gun four times as efficiently as everybody else or let you be essentially fearless on your big blob which you'd otherwise have to spend 2
CP on in cases where you take a lot of casualties in one turn.
