I have a simple question that was not answered in the Apoc rulebook. Say my Phantom Titan is equipped with two Wraith Glaives and her attacks characteristic is 6. When she fights in close combat does she make 6 attacks for each glaive (12 total) and 6 stomp attacks? Or, can she only make 6 CC attacks, regardless of the number of CC weapons? The reason I ask is I have to pay 24 Power Rating for each Glaive, if the Glaives didn't give extra attacks then why would I ever buy 2?

You get the attacks listed on the dataslate (which are 6 attacks). The Wraith glaive has its own stats, but does not grant extra attacks for having two of them. I do not see where you gut the 24 Power Rating for each Glaive from, it doesnt say that on the datasheet. But you can replace one or both of its dire pulsars with a few options. if you take the Wraith glaive and starcannon you get two of each, the Wraith glaive has no extra cost associated with it. The starcannon does though so you have to add that in.

It says that the wraithglaive is +24pwer, or that both the pulsar and wraithglaive cost 24 each, it's hard to tell.

Here is what the datasheet says: "For each D-bombard this unit is equipped with, it can instead be equipped with one of the following: 1 Dire Pulsar; 1 Wraith Glaive and 1 Starcannon (Power Rating +24)."
That means you can replace one or both of the D-bombards with a glaive. The glaive costing 24 PR each.

It also looks like each glaive gets 6 attacks, according to the way melee attacks is worded. It says you can use both and split them. As both use the attacks characteristic of the unit each would get 6 attacks for 12 in total

In Apoc, you attack with each weapon you have for the listed number of attacks. Because the Glaive has A:User, you make User attacks with each glaive. So Two Glaives + Titanic Feet means you make 18 attacks.
