Crusade is an exciting new way to play WH40K with a consistent group of friends. The pages in the new rulebook that contain the Crusade rules can be found leaked online, and I'm very excited about them.

Based on the way the rules are written I see no proscription to adding a maximum sized Tactical Space Marine squad with heavy bolter and flamer to my Order of Battle at the outset. However, the existence of the Fresh Recruits Requisition makes it "feel" like units are intended to be added at minimum size and be expanded from there. Does anyone see anything that explicitly says this is the case?

A max size squad is double the PL and your initial order of Battle is limited to 50PL if I remember correctly - so it's totally fine, but you'll have to "pay" for those additional marines, of course.

That being said this is a narrative ruleset. Do whatever you like, as long as you're not using that freedom to abuse the ruleset.
Just make sure your group is fine with it

No, there's nothing to suggest that you should be taking minimum squads. However, since your supply limit starts at 50, you will be limited on how many full squads you could take anyway, so you are certainly incentivised to take smaller squads so you can fit them all in.

You can freely dismiss units in your OOB. You can likewise freely add any unit, of any size, so long as it doesnt put you over your supply cap. Fresh recruits is explicitly there to allow for expansion of an existing unit you dont want to lose (IE: if its leveled up or otherwise attained Honors/relics/improvements).
