If both you and your opponent are using a redeploy stratagem/relic/WLT that's supposed to happen at the start of the battle round but before the first turn (such as Phantasm, Castellan's Mark, Kunnin' But Brutal, etc.), who redeploys first? I've heard that it has to start with the player who has first turn but I can't find an FAQ that addresses this specifically.

It should be covered in the mission that you're playing in the Deploy Forces section. The Only War mission in the core rules, for example, says to dice off and the winner goes first, and alternate setting up units.

It used to be FAQed that you'd roll off to decide.

As doctortom says, in 9th edition it's a function of the mission pack now.
