I'm new to WHFB, and I would like some advice on making an Orcs and Goblins army list for 8th edition.

Orcs are a pretty versatile army. They have lots of options.
What style were you considering?
All Orcs? All Goblins? Lots of Trolls and Giants? Boar Boys, Savage Orcs, Black Orcs, Big Un's, Chariots? You won't be able to cram it all into one list.
I personally like going heavy Infantry, to me its seems like the more traditional style Orc army.
You can do the hidden goblin fantatics in a small unit of Night Goblin Archers and hide them behind a big unit of Orc Boys, so when the Orcs get charged, the fantatics behind them get released because the charge takes them within 8" of the Night Goblin unit behind the orcs. The fanatics will slam though and kill some of your own orcs, but then the charging unit has to sit on 3 Fanatics and take 6d6 worth of strength 5 armour piercing hits. Pretty brutal, and a very sneaky goblin tactic that will definitely take your opponent by surprise, especially if he has expensive cavalry.

Very orcy tactic indeed! But when it comes to fanatics, maybe I could do put some cheap night goblin spears in a choke point and then release the fanatics. Personally, for my army, I think I would like to have a lot of cavalry, and cavalry like units, such as wolf riders, boar Boyz, or snotling pump wagons, or an army of slow infantry supported by monsters, with tarpits(and occasional fanatic pits) and monsters in support, I just really like both extremes.
But, if want to go with my army theme, then I have to think I f what sort of play style would a pirate use(my orcs are meant to be pirates)? I’m thinking they would like a lot of ranged, so arrer Boyz, some artillery and goblins with bows would be nice, but what would protect them? Expendable tarpits? Stubborn black orcs? Or maybe something else? Like, what’s good at holding the line and not dying, Maybe some trolls? Now after I have decided what the canon fodder is, should I mount my general? My current army is very small right now, only a handful of orcs, and a boar chariot that doesn’t have boars, with some night goblins arriving in a few days. The WIP boar chariot does have a very fancy orc on it(I like to call him the masked mangler), so maybe he could be the general. But if I do want a ranged army, I would probably want a shaman, but do I want him to be my general? Challenging other characters to duels is a thing, so I might want a dueling hero to challenge the biggest character threats before they would challenge the shaman? Just throwing out some

Well all GW now sells are Savage orcs, black orcs, night goblins and forest goblins. The rest are discontinued, so if you wanted other items you will need to source them.

I actually have a list somewhere detailing where source or kitbash unavailable miniatures. The only one that I can’t really get a good, reasonably priced model for is probably a wyvern.

Ok, can help you there.
1. Best option so far.
Otherworld Miniatures Wyvern

That is a 50mm round base, so you get the idea of scale. A well sculpted no-nonsense wyvern. Had I known of it I would have bought it but I have the GW kit plus the Mierce one so I dont need it.
2. My favourite is this one

I have this model with the orc shaman (the regular one not the savage orc model above) and one of the warlords. Mierce allowed me to purchase the riders seperately, the mount is the same. This is a VERY nice kit, orcy, big and well detailed. It can be expensive if you dont wait for one of Mierce's frequent sales and it is a tad too big. I use a custom 100x100mm base, but then I apply rule of cool.
3. Honourable Mention.
Reaper bones Blacksting - I have this model, it is very nice and is made of new non-floppy Bonesium. Sadly it is fairly expensive and is in a flying pose due to the rock outcrop it is leaning on. I prefer flight stands to obfuscations but that is just me. I have no assembled mine yet as it will be a chore to drill out and pin the tail so it is freestanding. It was cheap in Bones 4 Kickstarter, but outrageously priced in ships in the UK, you might do better in the US. There are other Reaper wyverns but most are way too small.

'Surprised' wyvern might be a contender but apparently the druids don't like him.

Mierce are odd with their pricing. When considering I shop around their site, as I was just reviewing I didnt bother. It says a lot that the same miniature may be half price depending on what rider it comes with. IMHO I think half price is their actual price as I only ever use the half price at purchase, and sure I am not the only one.
£45 for that wyvern is well worth it. I have many many dragons and this is one of my favourites.

It is a good choice, but you will need to source a rider and saddle this may or may not be problematic. I agree with you on the sculpt, I like simple clear unbusy detail. Otherworld does it right, it lets the scale sell the model, not zillions of details.

If your willing to sacrifice a few pairs of orc legs(I source them from the 40k boyz kit), then you can put a rider onto anything.
