Hi!
I was wondering. Can a vehicle/monster shoot while models are within engagement range, at a eligible target that is not within(the vehicles/monsters) engagement range?

Yes. However if there are still any enemy models within engagement range when you go to roll to hit for those weapons, they don't get to fire.

Example: A Leman Russ Battle Tank with a Heavy Flamer and Battle Cannon is within Engagement range of some Grots. You choose to fire the Heavy Flamer at the grots and the Battle Cannon at some Lootas somewhere else. If the heavy flamer shots don't kill the Grots, the Battle Cannon won't get to shoot, but if you wipe out the grots with the Heavy Flamer, the Battle Cannon can shoot.
