In the match play rules under step 10 it says " No more than half the total number of units in your army can be Strategic Reserve and/or Reinforcement units, and the combined points value...must be less than half of your army's total points value". Ok, but in the strategic reserves section it says "Note that these rules do not apply to units that are using other rules that enable them to start the battle in a location other than the battlefield. Such units are not placed in Strategic Reserves...".

The way I am reading it that means that if I have an army made up of units that have a rule that allows them to deploy not on the battle like say Reivers and Inceptors can can declare that all of them can be deployed like that even if it is more than half the units and points of my army. Am I right or wrong here?

You've answered your own question in the rule you quoted. ' . . and/or Reinforcement units.' Reivers, Inceptors, teleporting Terminators etc. are all Reinforcements when set up off the board.
