Just curious on how the wording is interpreted. Does the same psyker have to successfully complete the action 3 times or can you have 3 different psykers do it once?

It says "any unit completes the following action 3 times", so that is very clearly having one unit doing it three times. Theoretically, if you have 1 psyker do it turn 1, get killed, then have another psyker do it 3 times in a game and still complete it, but yeah - once you get started with it, you better well finish with them!

Agreed. Any one unit has to complete the action 3 times to score the Victory Points.
