Just a sanity check please.
Fall Back in 9th... we have two options not counting army specific options.e
1. Fall Back Move granted in the movement phase, but any unit that does this can not shoot, use psychic abilities or charge later that turn.
2. Desperate Breakout, a strategem that does the same thing, but lets you move through models, and still basically ends that units turn.

Those are the two general options yes but there are faction specific strategems/rules modifications in some cases
E.g. Serberys raiders have a strat that lets them fall back from combat if another unit charges them

Sounds like you've got the basics of it. That difference being key, of course - an ordinary Fall Back move doesn't allow you to move through models, including your own units or those in Engagement Range.
Notably, that distinction means that surrounding a unit in combat is still a viable tactic - while no longer a total guarantee of cutting something off, it both makes their escape more unlikely from the extra distance and forces spending Command Points.

Wait, so you can still use your psychic powers if you are locked in combat? Or is it shut down like shooting from infantry?
Also, basically, it means that surrounding TWO units is a sure bet, (if they don't have fly) .. which is something all those people designing leman russ tanks with blast cannon up top, plasma blast cannon on the sides, and a single lascannon should not forget. Cause it would be fairly rare to have only one leman russ in the battle area in danger of being grotstuck.

You absolutely can. Nothing in the Psychic rules about Engagement range restricting things, as it does for shooting.
